Measuring what matters

Emerge is committed to delivering services that create meaningful, measurable change in the lives of women and children impacted by family violence.

Our Outcomes Monitoring Framework ensures that our work is guided by evidence, informed by data and continuously improving.

‍Outcomes Monitoring Framework

Why this framework matters

In the family violence sector, it is not enough to provide services — we must understand whether those services are making a difference to the lives of our clients.

Our Outcomes Monitoring Framework allows us to:

  • Track client progress and outcomes over time
  • Understand what is working and where improvements are needed
  • Strengthen program design and delivery
  • Demonstrate impact to funders, partners and the broader community

What we measure

Our framework captures outcomes across key short and long-term recovery areas, including:

  • Safety and risk reduction
  • Emotional wellbeing and regulation
  • Connection to school, community and support networks
  • Stability in housing and daily life
  • Caregiver confidence and capacity

For children, we place particular focus on:

  • Emotional regulation
  • Social connection
  • School engagement
  • Strengthened relationships with caregivers

Embedding evidence into practice

Our Outcomes Monitoring Framework is embedded across our services and programs, including Back on Track, where it supports:

  • Program evaluation and continuous improvement
  • Evidence generation for early intervention
  • Strong outcome reporting for funders and partners

We work with research partners to ensure our evaluation methods are robust, meaningful and aligned with best practice.

Driving continuous improvement

The insights gained through our framework allow us to:

  • Adapt and refine programs in real time
  • Identify emerging needs and service gaps
  • Strengthen our evidence base
  • Advocate for more effective system responses

This ensures that Emerge remains responsive, innovative and focused on delivering the best possible outcomes for women and children.

‍Accountability and impact

Our commitment to outcomes monitoring reflects our broader focus on:

  • Transparency and accountability
  • Evidence-based decision-making
  • Sector leadership and innovation

Allowing us to clearly demonstrate the difference our work makes — and to continue strengthening our impact over time.
